There are lots of ways to do this. The easiest (if you want to include the whole of one picture in another) is to open up both images in Photoshop. Select the Move tool (press V on the keyboard), click on your source image and drag it into your target image. A copy of your source image will appear as a new layer in your target image. You can then use the Move tool to reposition it as you wish.

To copy and paste just part of an image, you'll first need to select the part you want (I'm assuming you know how to use the selection tools - if not, there are plenty of tutorials around), then follow the above procedure.

This is not the only way to do it - there are many ways to do EVERYTHING in Photoshop - but it's the one I usually use.
