Not sure about the rest of it, but I think you can get the line effect by using the Halftone Pattern filter (Filter>Sketch>Halftone Pattern). Set the Pattern Type to Line. This will give you horizontal lines, but you can then use Edit>Free Transform to rotate and resize them to fit. Create your lines on a separate layer and alter the blending mode as necessary.
