A couple of things to consider:

1. You can't use Lens Flare or Lighting Effects on an empty layer.

2. Both the above filters are disabled for some image modes - grayscale, CMYK and Lab color, for example. Lighting Effects is also disabled for RGB images with both 16 and 32 bit-depths. Is your image 8-bit RGB?
