How on God's green friggin earth do you do this? There's too many tutorials telling me to make a transparent layer but not a friggin one to actually show me HOW TO!
Because of this, in the end I miss out.
It'd be great if someone could show me how, step by step to do the things required of me within these tutorials. Pictures would be nice, too.
Yeah, this might be a simple thing to ask for help with, but I am, after all, a newb. Besides, not only will I benefit from the help, but so will so many others after me. Thanks.

(The reason I asked about this is because I was actually looking for something that said "Create New Transparent Layer" that I could click on. I don't have the manual for this program as it was given to me without one.)
