Hi Bullynj,
You can save both Vector and Bitmap (or Raster) as EPS files, but just saving a bitmap image in an EPS format doesn't automatically make it vector.
Here's a pretty good description of both formats:

You need to talk to your printer. If your image is at a high enough resolution and size, they may be able to use it. Most likely though, if they've specifically requested vector format, then you have some work ahead of you.
