Of course, there is the possiblity that they are using the word "sexy" in it's newer, management-speak interpretation, meaning "interesting", "exciting" etc. rather than the traditional meaning.

Anyhow - you can caricature-ize photos in Photoshop quite easily and effectively by using the Liquify filter to exaggerate certain physical features, as AirGuitar mentioned.
