a nasty question...
i think you should let your client pay for the things you heve already done, and later when the work is finished(i mean the navigation bar) you should just let the client pay al the hours of work. if you do so the client has is working navigation bar and you have the money for the time you put into the project....

I think that this is better then charging the hours you've worked on the navigation bar now because ..... well just an example:
when you ask a company to make a banner for your site because you don't have the time for it, and they have made a great banner only the flash part is not yet working...but they say they've put like 5 hours of work in that and want money for those hours, would you pay them without a bad word?
