Hmm...a tricky one. Is your invoice itemised (i.e. x hours for updates, y hours for the form, z hours for the menu)? If so, I suspect your client wouldn't be happy to see that they are being charged for something that isn't working. On the other hand, if you are charging a single sum for a piece of work it might be fair to expect to be paid the full amount as long as you do fix the menu problem in IE eventually (and without charging any more for it).

Look at it this way: Lets say you took your car to the garage to get the brakes and transmission fixed. When you come back, the mechanic says, "We fixed the transmission, but we haven't fixed the brakes...yet." Would you pay the full price and expect to get the brakes fixed later at no extra cost, or would you insist on paying only for the work that's been completed?
