It's somewhat possible if you can adjust the image before you apply the plastic filter. This is what I got with your image:



What I did was desaturate the original - invert the image - adjust levels to bring the black back in - create a new layer of red on top and make it multiply - flatten layers - apply plastic filter.

It doesn't have the same impact as your original, but would if the original plastic filter could be removed.
