Duane welcome to Biorust. You are probably looking for a quick fix answer to your photo problem, but, I have to tell you there isn't one. Photo restoration can take time.
I can offer you some links that contain some excellent tutorials and info on what to do and how to achieve the look you want. Don't know your experience level of PS, but, you should be able to follow the tuts. A couple of the tuts are pdf files and that should make it even easier to follow at your leisure.
