In photoshop there are a ton of ways to do most everything. In this case all the above are pointing you in the right direction but, it is hard to tell what will be the best solution in this case.
Here is my suggestion. Post the photo you are working on so that we can see the extent of the problem. This also allows us to work on it and post our results with a step by step discription of the process. That way we all learn.
