In Illustrator (which should be in anyone who's working with vectors' toolbox) there's a horrible tool called "vectorize" or smn similar. It works wonders for uncomplicated things if there's nothing but a shape you need to vectorize, but it's a tad basic, and hard to manage (for me, anyway
