Chris Cox from Adobe wrote a free filter called "hairy noise" that does basically the same thing many years back, try doing a search for it and see if you can find the set of filters. They basically updated that filter for use in 7.0 since he works for them now. The problem is they were designed for Mac and for Photoshop 3.0, so it's VERY hard to get them to work if at all in any version past 5.5 or so.

I have the filters if you two would like to get a hold of them and try it out. PM me your email address and I'll see what I can do.
